Mr. Giles has over 40 years of Environmental, Safety, Health & Security (ESH&S) management and engineering experience. He is a professional member of the American Society of Safety Engineers (ASSE), a Certified Safety Professional (CSP), a Registered Professional Engineer (PE), a Graduate member of IOSH, a Safety Trained Supervisor (STS) and possesses a Master of Science Degree in Industrial Safety. He was elected as a Director at Large for the ASSE Board of Directors, 2015-2018. Mr. Giles was elected to the Board of Directors for the Board of Certified Safety Professionals, 2004-2010 and elected Vice President for 2008 and President for 2009, currently serves as an ambassador and is a member of the National Safety Advisory Committee for the Associated General Contractors (AGC) of America. He was elected to a position of Trustee for the American Society of Safety Professionals Foundation (ASSE) 2007-13, and Chairman for National Construction Safety Executives (NCSE) 2007-09. Mr. Giles was recognized by BCSP in 2017 with the Life Achievement Award and 2016 with the CSP Award of Excellence. He was recognized by ASSE as a Fellow in 2010, Presidents Awards in 2010 & 2012 and Foundation Distinguished Service Award in 2015 . Mr. Giles has a thorough knowledge of pertinent environmental safety and health codes and is capable of effectively applying this information while performing tasks such as program formulation, review of contract specifications, review of bid proposals and interpretation of applicable regulations and work practices for management and engineering staffs. Mr. Giles is the Principal of Bradley Giles and Associates and currently serves as a Senior Advisor with FDR Safety. He was employed by Morrison Knudsen and successive companies, Washington Group, URS and AECOM for over 35 years. As Senior Vice President of SHE, his assignment included the management and oversight of a comprehensive environmental, safety, health and security program and services provided to the Company’s multinational Energy, Infrastructure, Industrial Construction Group (Power, Industrial Process, Civil Construction & Mining and Oil & Gas business units in addition to open shop subsidiary, Rust Constructors). In his previous role as Senior Vice President for URS and Washington Group, he provided functional supervision of over 400 construction and 2100 government ES&H professionals and security professionals located through the U.S. and 30 countries. From 2000 to 2015, 375 projects qualified for the President’s Award of Safety Excellence, attaining 1 million hours of exposure without a Days Away Case, exceeding a total of 750 million hours. Mr. Giles initiated the first National Alliance with Federal OSHA and a private company, focusing on mentoring of subcontractors and joint training efforts with OSHA personnel. He assisted the attainment of the Voluntary Protection Program (VPP) STAR designation at four Department of Energy sites, seven in the Department of Labor, and attained approval as the fifth company (first E&C company) for the division wide “Corporate Pilot VPP” Program. Mr. Giles initiated the company’s efforts in reducing injuries by incorporating “Prevention Through Design for Constructability” in the engineering, design, procurement and scheduling disciplines. During his career, he initiated and promoted community safety awareness programs, including Safety Fest of the Great Northwest-providing free safety training to the workforce, more than 14,000 individuals in 10 years. He led a team of 16 company ES&H professionals in a joint venture effort during the first three months of the recovery efforts at the World Trade Center. His previous assignments were as the Morrison Knudsen Corporate Director of ES&H and Group Director of ES&H for MK’s Environmental, Government and Heavy Civil Groups in Boise. As Manager of Safety at the Denver International Airport construction project in Denver, Colorado, he was selected as Safety Professional of the Year (1994) for the Construction Division of the ASSE. Mr. Giles has published several technical papers and articles for professional journals and associations. He sponsored Washington Group’s participation in Safety Trained Supervisor (STS) Certification Program, with more than 2,500 supervisors and managers being certified.
SENIOR VICE PRESIDENT OF SAFETY, HEALTH & ENVIRONMENT (SHE)
This position reported to the Office of the President, EIC performing as the construction and mining direct hire, execution discipline. As Senior Vice President, his assignment included the executive management and oversight of a comprehensive safety, health and environmental program and the services provided the Enterprise’s Power, Industrial Process, Civil Construction & Mining, Project Services and Oil & Gas business units in addition to the open shop subsidiary, Rust Constructors. He functioned as a member of the Senior Leadership Team and as the sponsor for the SHE Young Professionals group.
SENIOR VICE PRESIDENT OF ENVIRONMENTAL, SAFETY, HEALTH AND SECURITY (ESH&S).
This position reported to the Office of the President. The Energy & Construction Division operated as one of three independent companies for the URS Corporation performing as the construction, mining, and management execution discipline. Direct reports were the Senior Director of ES&H, Division Safety Training Director and Division (Corporate) Security Director. The Group Safety (ES&H) Directors and staff from the 6 product lines reported administratively to the Senior Vice President. He provided functional supervision of over 400 construction and 2,100 government ES&H professionals and security professionals throughout the US and 30 countries. Each year the Division executed an average of 54 million hours of direct hire domestic work and 85 million hours worldwide for total management performance. From 2000 through 2008, 224 projects were recognized with the President’s Award for Safety Excellence by working in excess of 1 million hours without a Days Away Case. This represents nearly 450 million hours of safe performance on these projects. Of the 400 projects operating in the Division, 85% work each year without an OSHA recordable injury and 95% work without a Days Away Case. Annual Workers’ Compensation costs were reduced by over 80% from 2000.
CORPORATE VICE PRESIDENT OF ENVIRONMENT, SAFETY, HEALTH AND SECURITY (ESH&S).
This position reports to the Office of the Chairman. Specific responsibilities include the establishment of strategic program and policy goals, ES&H performance assurance. Resource planning/development and allocation, regulatory agency/shareholder negotiation and liaison, litigation and proposal support, representations to professional societies/community groups and consultation. Additionally the Business Unit Safety (ES&H) Directors and staffs from the 7 product lines report administratively to the Corporate Vice President, while the Company’s Substance Abuse Prevention Program administering over 25,000 tests annually, is also part of the department. The Corporate Security Director is a direct report and functionally has managed up to 900 security personnel worldwide. A major endeavor included the consolidation of legacy Morrison Knudsen, Westinghouse and Raytheon E&C Environmental Safety and Health Programs into Washington Group which integrated best practices from each company.
GROUP DIRECTOR OF ENVIRONMENT, SAFETY AND HEALTH (ES&H).
Mr. Giles’s responsibilities included direction and management of a large ES&H program and technical support function for MK’s integrated Federal Programs, Demilitarization, International Infrastructure, Operations and Maintenance and Buildings Divisions. He provided administrative management for over 250 ES&H professionals associated with the Group. Specific responsibilities include the establishment of strategic program and policy goals, ES&H performance assurance, resource planning and allocation, regulatory agency/stakeholder negotiations and liaison, litigation and proposal support, representation to professional societies and community groups and consultation. These services were provided to Operating Groups involved in remedial investigations, clean-up technology development and implementation, feasibility studies, large-scale remedial construction, facility decommissioning and dismantlement, and facility operations support for the following customer base: Department of Energy, Defense Threat Reduction Agency, USAID, U.S. Corps of Engineers, Department of Defense, Environmental Protection Agency and Commercial (Alcoa, Shell, Kennecott).
MANAGER OF ENVIRONMENT, SAFETY AND HEALTH (ES&H).
Mr. Giles served as Manager of ES&H for the Heavy Civil Construction Group, providing management and administration of the Corporation ES&H programs for the Group and each of the Group’s projects. These projects entailed construction activities on dams, roadways, bridge/structures, railroads, tunnels, mechanical and earthmoving. Assistance and oversight was provided to projects within the Environmental/Government Group. Additional responsibilities included integrating and managing MK’s ES&H program with merged units from Washington Construction and Kasler operations.
MANAGER OF SAFETY.
Mr. Giles served as Manager of Safety on the New Denver International Airport, a $3.1 billion construction endeavor, employing over 11,000 craftsmen, engineers and managers with 120 prime contractors, and 800 subcontractors. He was responsible for direct supervision of 40 Safety/Health and Environmental professionals, and had indirect supervision of 80 contractor safety professionals. He provided management oversight of Safety, Security, Environmental Protection, Emergency Health Care, Substance Abuse Prevention, Orientation/Training and Owner-Controlled Insurance Program. Significant achievements at the project entail reduction of accident costs by 75%, and improvement of the experience modification rate (EMR) from 1.60 in 1991 to 0.68 in 1994 (JTD 0.90).
CORPORATE SAFETY MANAGER.
Boise, Idaho Mr. Giles served as Corporate Safety Manager at the Boise Home Office where he reported directly to the Director of Safety and Environmental Services. He was involved in planning, establishing, administering, monitoring and enforcing safety and health programs for a wide variety of construction projects, engineering contracts, mining operations and industrial plants. He specialized in health, safety and training aspects of mining/construction/operation projects. He conducted safety audits, assisted project start-ups, developed/implemented safety programs, and trained safety supervisors. In addition to responsibilities in the Construction Group, his position as Safety Manager gave him overall safety responsibility for the Mining Group. The Corporation's Substance Abuse Prevention Program was developed and implemented by Mr. Giles, and he functioned as the Senior Manager of that program, recognized August, 1992 by The White House as a nationally outstanding program.
SENIOR SAFETY SUPERVISOR, Corporate.
Mr. Giles served as Senior Safety Supervisor in the Boise Home Office where he assisted in the formulation of policies, standards and safety engineering procedures. Specific duties and responsibilities included conducting periodic field inspection of company projects to ensure technical adequacy and coordination of planning for an observance of mandatory company, Federal, State and local safety and environmental protection standards and regulations; investigated serious accidents, compiled data, studies, causes and recommended preventive measures to eliminate or control hazards of potential liabilities; developed safety health and training programs and procedures for new projects as required by the client, the contract specifications and other applicable regulations and codes; assisted in the training development and supervision of project safety personnel in safety, medical, industrial, hygiene, fire protection and security assignments; conducted required MSHA training for new employees and annual refresher for mining projects and clients; provided technical assistance and reviewed specifications for Mining Group to ensure compliance with applicable engineering standards and codes such as MSHA, NFPA, ANSI and ATF on project proposals and start-ups; performed various field occupational health tests and analyzed dust and noise sampling, gas sampling, light surveys and calibration of testing instruments.
SENIOR SAFETY SUPERVISOR.
During this time period, Mr. Giles served as Senior Safety Supervisor in the Mining Group. He provided home office support to Field Operation's Safety Supervisors at five surface coal mines, two surface/underground limestone mines, two surface gold/silver mines, two surface aggregate/ballast quarries, and various mining development and construction projects located throughout the United States. He also assisted in the design and development of two 15 million tpy mines located in Colombia and Indonesia, and three underground oil shale mines and retorts. He developed and established training programs for all safety personnel; supplied expertise, counsel and interpretation of safety laws and health/safety standards and practices to project managers and safety supervisors; and prepared a periodic audit of mining projects to review and evaluate accident prevention, environmental testing, training, violations and compliance with Federal and State regulations. Safety expertise and experience encompassed surface mining methods including dragline, truck/shovel and scraper pit operations and a variety of underground mining methods. He also supervised the development of audio-visual programs in selected subject areas to satisfy project employee safety training requirements.
Mr.Giles was assigned to the Illinois Surface Operations as Safety Supervisor. His responsibilities included maintaining compliance with Federal and State health and safety standards, accident prevention and investigation, observing and correcting employee work habits, supervising training (mandated and task), and coordinating a fire protection system. He coordinated the scheduling and training for emergency medical technicians and supervised safety activities connected with stripping shovel, bucket-wheel excavator and dragline operations.
Mr. Giles developed and implemented mandatory and task training for the Illinois Surface Operations, and developed and coordinated an emergency medical technician program for the Midwest Region.
Mr. Giles instructed first aid, health and emergency medical technician courses at two junior colleges. College credits applied were transferable and fulfilled occupational course requirements.
GRADUATE TEACHING ASSISTANT.
Mr. Giles taught courses in first aid, cardio-pulmonary resuscitation, emergency/evasive maneuvers driving, and motorcycle techniques.
SAFETY TRAINING CONSULTANT.
Mr. Giles consulted and assisted in mine start-up and training for #2 underground mine.
During summers while in college, Mr. Giles performed various tasks in general/civil, construction of roads, bridges, plants and hospitals. He was employed as a laborer/iron worker.
